Add new caravel file with better antenna strategy The RISC-V core included in this version of the caravel.gds has far, far less antenna violations due to a better choice of antenna placement strategy during OpenLANE processing.
This is an implementation of a single-cycle RISC-V processor inside of the Caravel test system for use in the SkyWater 130nm PDK.
