Corrected sky130 and gf180mcu tech files for magic to include the diode
contacts in the list of contact resistances in the "extract" section;
otherwise these contacts get extracted with no resistance when doing
full R-C extraction.  Added OpenRCX rules files for the D variant
(1.1um thick top metal).  This incorporates recent updates in magic's
capacitance modeling and values in the OpenRCX rules tables and in the
extract section of the gf180mcu tech files come directly from the
"capiche" project.
