Added an analog pad to sky130 with essential (fairly minimal) ESD, to replace the existing
analog pad with no ESD.  The existing analog pad was renamed to "analog_noesd_pad".  ESD
structures are not SkyWater's and will remain unqualified until we get first silicon.
