Replaced the GDS of the efabless-generated "fill 12" cell for the HD library
with a version that is flattened, rather than a cell composed of three other
library cells. This should prevent issues with the component cells not being
read in at the time that the fill 12 cell is processed. Also: Added sky130B
to the .gitignore file in the sky130 directory, so that built PDKs do not try
to get themselves into the repository.
