Revert "Added layouts for the four cells in the HD library that have DRC errors and will"

This reverts commit 58549cb70de4d23aa3c3d310f407c05ce2f9ad26.

Reverting back one commit because the change to the behavior of foundry_install.py
had unfortunate side effects for much of the rest of the PDK build.  This will be
developed in a separate branch so as to not mess up the public database.
