Removed a rule restriction from the sky130 magic tech file that
was added to flag an error being raised by the Cadence open PDK
DRC deck.  However, that rule implementation was ultimately
discovered to be incorrect, and there is no actual error.  The
error flagged was where RPM covered licon cuts in a p-tap;
this is not prohibited.
