Changed the magic tech file to ignore text on layer:purpose pair
63:63.  This layer is used for vendor information in the standard
cells, and makes the standard cells hard to see in magic due to
all the text plastered over them.  Suggests the need for an
operator in cifinput that can convert text into a property string.
