The main issue\nwas that the conditional block that lists what LEF macros needs\nto write was not excluding the case where \"lef\" is already a\ntarget and so magic does not need to generate any macros.  Also,\nwhen creating the target list of LEF macros, the \"exclude\" list\nwas being applied to the macros and not the files.  Additionally,\nwhen creating macro lists from verilog, CDL, or SPICE sources,\nthe corresponding exclude list should be used.\n",
