Regenerated the EF I/O overlay combination pads using the last most
recent PDK commit and the most recent magic commit, so that the port
labels and pin geometry match the SkyWater definitions (now that
magic can separate the layer/purpose of the label geometry from the
layer/purpose of the label text).
