  "message": "Updated the OpenRCX rules based on the new magic handling of fringe\ncapacitance over an area of effect, and nearest-neighbor edge\nsearches that block shielded shapes behind.  The fringe capacitance\nover area produces non-zero values now for wires at a diagonal\nposition with overlap, and correctly pro-rated values for wires\nwith underlap.  All values in the tables have dropped significantly,\nprobably mostly due to better modeling of the sidewall coupling to\nmatch the tabular data from SkyWater.\n",
