Configuration files for the skywater-pdk builder which uses open_pdks to create “releases” of the skywater-pdk.

This builder needs to run when;

• (a) The SkyWater PDK @ https://github.com/google/skywater-pdk repository is updated.
• (b) The open_pdks @ https://github.com/RTimothyEdwards/open_pdks repository is updated.
• (c) The Magic tool @ https://github.com/RTimothyEdwards/magic is updated.
